Alias directory not accessable

Tags: Apache, Apache 2.2 for Windows, 2.2, local web server
I am trying to ad an alias directory.
My DocumentRoot  is "C:/Program Files/Apache Software Foundation/Apache2.2/manual"
This works.

I am trying to addto add a http://localhost/bugzilla alias
I am using the following:

LoadModule alias_module modules/mod_alias.so

  Alias /Bugzilla  "C:/Bugzilla"

<Directory "C:/Bugzilla">
  Options ExecCGI FollowSymLinks Indexes
  Allow from All
  Order Allow,Deny
  AllowOverride All
  ScriptInterpreterSource Registry-Strict
</Directory>

After I restart Apache,
I  get 404 error when I try to access the  http://localhost/bugzilla  alias.

If I set Bugzilla as the DocumentRoot, Bugzilla works.

What am I missing?
