IP block entire site except urls starting /api on apache

Hi I need to block access to my entire site by IP address except for URLs that start /api

I have been trying

<LocationMatch /(?!api)>
    Order Deny,Allow
    Deny from all
    Allow from 0.0.0.0
</LocationMatch>

But this does not work.

I could only get it to work correctly with domain rewriting

Using mod_rewrite for access controls is somewhat ugly and not quite efficient. If you're looking for performance, avoid regular expressions.
