How to deal with TimeFormat?

I use validate="time" in my cfinput forms so that my users can enter time in 'hh:mm:ss' in 24 hour format. When I recall the same data from database, i use value="#TimeFormat(repairsearch.INFO_TIME, "hh:mm:ss")#" to make sure it displays in time format. But the problem is it is displayed in a 12 hour format without the luxury of having a AM or PM at the end. So how do I get the data to display in the 24 hour format?
Also, the datas are stored as DateTime value in msSQL.
