CF 4.5.1 hang.

We a web application developed in CF 4.5.1 currently running on Windows 2000 with SQL 2000. CF server will hang at least twice a day. It is still having the problem after patching the server with CF SP2. The error log displays

1) Unable to write reply. Client Browser stopped waiting for request  
2) Windows NT error 109 occurred
3) Server busy, unable to fulfill request. Server unable to fulfill your request due to extremely high traffic or an internal error.

I have read somewhere that to avoid the problem, keep Windows at baseline. ie. don;t install any service pack. But it still didn;t help. The hardware is a dual xeon processor with 2GB RAM. What could be the problem?
