I found the following code to output content from web pages

When I try and use it I get the following in the debug.......

                      important medium to:<br>

                    <ol>
                      <li> Inform members about College programs, products, and
                        services;</li>
                      <li>Elicit feedback and input from members;</li>
                      <li> Drive traffic to the College Web site; and</li>
                      <li> Rapidly communicate with the membership on national
                        emergencies, critical public health alerts, and important
                        calls-to-action.</li>
                    </ol>
                    <p>In addition to enhancing the College’s member communications
                      effectiveness, increased use of e-mail will help reduce
                      expenses associated with production and distribution of
                      printed materials.</p>
                    <p>The College currently maintains a database of member e-mail
                      addresses and is engaged in an intensive campaign to collect
                      e-mail addresses for all members.</p>
                    <p><b>Policy:</b></p>
                    <p>To facilitate the College’s judicious management and use
                      of members’ e-mail addresses.
                    <ol>
                      <li> College e-mail communications to members must be used
                        for conveying information that is useful and valuable
                        to internists and/or their patients; </li>
                      <li>Information disseminated to members via E-mail must
                        be succinct, accurate, and well written; and</li>
                      <li> Members must not be inundated with College e-mail thus
                        rendering College e-mail intrusive and ineffective.</li>
                    </ol>
                    <p>This policy governs three categories of College E-mail
                      communications with members:</p>
                    <ol>
                      <li> Urgent communications to the membership</li>
                      <li> E-mail communications with governance </li>
                      <li> Optional E-mail services that members can elect to
                        receive<br>
                      </li>
                    </ol>
                    <p>This policy does not restrict the use of automatic e-mail
                      services that are an integral part of a College product’s
                      user interface—such as, the delivery of a CME certificate
                      upon completion of an educational program, e-mail confirmation
                      of event registration or product order, or the announcement
                      of new enhancements for an online College product. </p>
                    <p><b>1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </b><b>E-mail privacy
                      policy</b></p>
                    <p>The College will not share, sell, or lease member e-mail
                      addresses with any other organization.  The College will
                      use member e-mail addresses for the sole purpose of conducting
                      College business and for communicating with College members.  
                      This e-mail privacy policy shall apply to all e-mail lists
                      maintained by headquarters, by Chapters, or by any other
                      officially sanctioned ACP agent.  </p>
                    <p><b>2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </b><b>E-mail for urgent
                      communications (no opt-out) </b></p>
                    <p>Certain circumstances require that the College rapidly
                      communicate with its membership.  The most effective method
                      for rapid communication with the ACP membership is via e-mail.</p>
                    <p>Urgent communication via e-mail to the entire membership
                      likely will fall into one of the following categories: </p>
                    <ul>
                      <li> <u>National emergencies and critical public health
                        alerts:</u>  Examples include requests from the Secretary
                        of Health and Human Services or the Director of the Center
                        for Disease Control and Prevention to rapidly disseminate
                        information to our physician members.   <br>
                         </li>
                      <li> <u>Critical, time-sensitive information on legislative,
                        regulatory, and public policy issues affecting internists
                        and their patients</u>.  Use of e-mail for such purposes
                        is expected to be rare and would be appropriate only in
                        instances where rapid communication to the entire membership
                        is the best—or the only way—for the College to communicate
                        the desired information in a timely and cost-effective
                        manner.  <br>
                        <br>
                        <p><b>Examples</b>: </p>
                        <p>—calls to action on an urgent vote in Congress on an
                          issue that is of such critical importance to patient
                          care and internal medicine that a general membership
                          alert and call to action is deemed to be appropriate.</p>
                        <p>—informing members about an imminent regulatory, reimbursement,
                          or other federal policy that would have a direct impact
                          on members' practices and one for which they will need
                          to take some immediate action as a result of the policy.</p>
                        </li>
                    </ul>
                    <p><br>
                      The EVP/CEO or DEVP/COO will make a determination on the
                      use of e-mail for such purposes based on the recommendation
                      of the SVP of Governmental Affairs and Public Policy.  All
                      other time-sensitive information on public policy issues
                      will be communicated via select &quot;opt-out&quot; lists
                      such as the Advocacy Key Contact list (see # 5: <a href="#_Optional_E-mail_Services">Optional
                      E-mail Services for Members</a>) or through regularly scheduled
                      e-mail communications with members (see # 4: <a
  href="#_Regularly_scheduled_E-mail">Regularly Scheduled E-mail Communications
                      to Members</a>).<br>
                      <br>
                    </p>
                    <ul>
                      <li> <u>Important announcements from the College.</u><b>  
                        </b>Examples may include the announcement of a new EVP/CEO,
                        resolution on ABIM recertification, Annual Session, the
                        launch of a significant new College product such as PIER
                        and MKSAP 13, etc.  Because of the expected frequency
                        of announcements that fall into this category, it is recommended
                        that the College establish a regularly scheduled e-mail
                        communication to inform members about College news (See
                        #4: <a
  href="#_Regularly_scheduled_E-mail">Regularly Scheduled E-mail Communications
                        to Members</a> below).  As deemed appropriate by the Executive
                        Office, special College announcements of an important
                        and urgent nature will be distributed to the entire membership
                        in addition to this regular College news vehicle.</li>
                    </ul>
                    <p><b>Only the EVP/CEO or DEVP/COO can authorize an e-mail
                      communication to the entire membership e-mail list.  </b></p>
                    <p>All requests for e-mail communications to the entire membership
                      e-mail list shall be made through the Director of Communications
                      (or his/her designee).  The Director of Communications will
                      in turn advise the initiator as to whether the request satisfies
                      the criteria (to be established by the Executive Office).  
                      If it does, the Director of Communications will seek the
                      EVP/CEO or DEVP/COO’s approval to proceed.</p>
                    <p>Once approved, the e-mail message will be written by the
                      Communications Department  (for national emergencies and
                      critical public health alerts and important College announcements)
                      or the Public Affairs Department (for calls-to-action on
                      key legislative and/or regulatory issues) to ensure style
                      consistency.  The Communications or Public Affairs Department
                      will seek the approval of the initiator to ensure the accuracy
                      of the e-mail message content.  Final approval of the message
                      content will be the responsibility of the EVP/CEO and/or
                      DEVP/COO.  </p>
                    <p>There will not be an opt-out provision for e-mail communications
                      covered under this section.  </p>
                    <p><b>3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </b><b>E-mail communications
                      with governance (no opt-out)</b></p>
                    <p>The College maintains e-mail lists for various governance
                      groups and routinely distributes information to these lists.
                      Governance lists are used on an as-needed basis to conduct
                      College business. Governance lists are based on appointments
                      by the elected leadership, Regents or Governors.  These
                      include: </p>
                    <ul>
                      <li> Board of Regents</li>
                      <li> Board of Governors </li>
                      <li>Committees and Councils  </li>
                      <li> College Representatives</li>
                      <li> Chapter Leader Network</li>
                    </ul>
                    <p>E-mail communications to governance is managed by assigned
                      staff liaisons.  Because these are governance appointments,
                      there is no opt-out provision for these e-mail communications.</p>
                    <p><b><a name="_Regularly_scheduled_E-mail"></a>4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;
                      Regularly scheduled e-mail communications with members (opt-out)</b></p>
                    <p>The College will develop e-mail communications to routinely
                      inform members of programs and services available through
                      the College and to promote benefits of membership.  <i>College
                      Update</i>, produced monthly, currently serves this purpose
                      but is currently distributed to only the College leadership.  
                      It is recommended that <i>College Update </i>be modified
                      as necessary to serve as a brief e-mail communication and
                      be distributed to the entire ACP membership on an “opt-out”
                      basis.  It is recommended that <i>College Update</i> be
                      distributed on a monthly basis.  Content for <i>College
                      Update</i> will continue to require the approval of the
                      EVP/CEO and/or DEVP/COO.</p>
                    <p><b>5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </b><b>Optional e-mail
                      services for members (opt-in)<a
  name="_Optional_E-mail_Services"></a></b></p>
                    <p>E-mail distribution of the following College services is
                      available to all members and is considered optional:  </p>
                    <ul>
                      <li> <i>Observer Express</i></li>
                      <li> <i>IMpact </i>student member newsletter</li>
                      <li> Associate E-News</li>
                      <li>Advocacy Key Contacts list</li>
                      <li> <i>Annals</i> Table of Content list</li>
                      <li> PIER Updates</li>
                    </ul>
                    <p>To inform members of the availability of these e-mail services,
                      e-mail announcements to the entire membership will be conducted
                      periodically. These announcements will be subject to the
                      terms outlined above in the section “e-mail as a rapid response
                      medium.”  Announcements will include links to the online
                      versions of these newsletters and services. </p>
                    <p>From the ACP Online Web site, members will be able to opt-in
                      to receive these various services.</p>
                    <p>All optional e-mail services must have an opt-out feature
                      to enable members to be removed from the e-mail list upon
                      request.<br>
                    </p>
                    <p>Optional E-mail services are governed by the College’s
                      Policies, Procedures &amp; Standards for E-mail Publishing
                      and Communications.  </p>
                    <p>Content for these services <u>does not require approval</u>
                      by the EVP/CEO or DEVP/COO. </p>
                    <p>The Communications Department will maintain a record of
                      all e-mail communications that are distributed to 5000 or
                      more members.  The initiator of any e-mail distribution
                      exceeding 5000 shall notify the Director of Communications.  
                      The SVP, Marketing &amp; Communications will report to the
                      Senior Staff annually on the use of e-mail communications.    
                    </p>
                    <p><b>6.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; E-mail surveys</b></p>
                    <p>Member e-mail addresses can be used for conducting College
                      surveys of the membership.  All e-mail surveys shall be
                      coordinated through the ACP Research Center.  To avoid excessive
                      surveying of members, approval for all membership surveys
                      must be obtained from the EVP/CEO or DEVP/COO.</p>
                    <p><b>7.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Notifying governance
                      and management</b></p>
                    <p>College governance will be notified of all e-mail communications
                      that are distributed to the entire College e-mail list.  
                      This will be done by posting an announcement of the e-mail
                      communication on the RIC, GIC, and Commons Web sites.</p>
                    <p>The College Staff Leadership Group will also be notified
                      in advance of all e-mail communications that are distributed
                      to the entire College e-mail list.  </p>
                    <p><b>8.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; E-mail communications
                      log<u> </u></b></p>
                    <p>The Communications Department will maintain a record of
                      all e-mail communications that are distributed to 5000 or
                      more members.  The initiator of any e-mail distribution
                      exceeding 5000 shall notify the Director of Communications.

It seems that the problem comes from the redirect at www.collegenet.com. When I put the body of your htm page into a new file and attempted to read that new file, it worked exactly as you would have expected. When you output the contents of the cfhttp.filecontent object you get a "Connection Refused" error. If you have access to the server, you can use:

Whenever you do an operation like this first you should have:

Always, always check  the results of find operations before using in a subtraction where you then pass into Mid....
