Flash Form not working

I don't seem to be able to generate a flash form on my production server using CFForm.  I've tried multiple forms from complex to very simple and although the work well on my dev server (same CF version and OS) they don't work in production.  I've check the links to the CFIDE/Scripts folder and everything is fine, the right .js files are there and available.  When I test the requests using Fiddler, I get a 412 error for the request for the form (ie "/1790268388.mxml.cfswf")  

Any ideas?
