Unless you really need dynamic field names, you could give all the checkboxes the same name. But set the value to the userInfo.ID.
<cfform>
<cfloop query="Userinfo">
<cfinput type="checkbox" name="emailOption" value="#Userinfo.ID#"> #Userinfo.Company# <br>
</cfloop>
Then the checked boxes will be passed as a single list of id's and you can just loop through it.
<cfparam name="form.emailOption" default="">
<!--- the list will only contain the id's of the checked boxes --->
<cfloop list="#form.emailOption#" index="userID">
<cfmail>do the email thing</cfmail>
</cfloop>
