Well, getting into domains, you need to understand what nameservers are, and what a DNS does.
For my DNS I use https://www.xname.org/
They are Free, Fast, and VERY easy to understand. I am sure you'll get the hang of DNSs in no time!
I registered my domain name at godaddy.com because they are cheap, and all I had to do was take the nameservers that were given by my dns and put them in the correct spots at godaddy.com.
I waited about 2 days, and all was set!

You need to install Internet Information Services,
Start, Settings, Control Panel, Add / Remove Programs, Add / Remove Windows Components / Put a check in IIS click Next, finish the wizard then go back to the control panel and into Administrative Tools, Internet Services Manager, Right click on the Default Website and click Properties, change the settings as needed, most important, under "Website", click Advanced, click Add, and enter your domain details in this box. Find out if your ISP is hosting the DNS for your domain, if they are, you should be all set!
