How To Check & Limit the number of client to access the same asp + vb com web site

I'm going to limit the number of client to a exact amount, says 5 or 50, to have active connection with the web server, how can i do that?
The Server is Win2k Server running IIS 5.0, With ASP + VB COM + MS SQL 2000, which is a normal asp web site for some management propuse...

We've think about using IIS Application_onstart but don't think it work, so i am seeking for other solution.

the program has login and logout function, but the point is the user can close the browser and don't even click the logout..
