WSUS 3.0 clients not reporting in, updates not being distributed to clients

I have WSUS 3.0 installed on a Windows 2003 SP2 server.  This server hosts 5 other websites, of which Sharepoint is managing 4.  The server itself is registering event 13042 (Self-update is not working) in the Application log several times a day.  I get the following when I run the WSUS Client Diagnostic tool on the server itself and any other client on the network:

The last status report date for my clients is all over the map with one client reporting in on 9/17, another on 9/13, another 9/14, but most others not reporting in since 9/4.

WSUS settings are being deployed through GPO as follows:

Policy Setting
Allow Automatic Updates immediate installation Enabled
Allow non-administrators to receive update notifications Enabled
Automatic Updates detection frequency Enabled
Check for updates at the following
interval (hours):  8

Configure Automatic Updates Enabled
Configure automatic updating: 4 - Auto download and schedule the install
The following settings are only required
and applicable if 4 is selected.
Scheduled install day:  0 - Every day
Scheduled install time: 12:00

I have scanned the expert exchange site for this issue and everything that has resolved other people's issues have not helped to resolve this issue on my network yet.

Did you change anything on or around 9/4? Maybe DNS settings or GPO settings? Can all clients ping / resolve Eagle ??

have you tried:
"wuauclt /detectnow"

or

"wuauclt /reportnow"

 from a command prompt?

Nothing comes to mind as far as a change on 9/4, but here is the approximate sequence of events with this server.  On 8/23, I installed the server and performed an IIS migration from a Windows 2000 server (IIS 5) to this new 2003 Server (IIS 6).  The websites that were migrated over required Frontpage 2002 Extensions, so installed that.  After migrating the websites, I installed WSUS 3.0.  Clients checked in, but from the very beginning I got the "Self-update is not working" error msg in the Application log on the WSUS server.

I did try to run wuauclt /detectnow and /reportnow, but I do not see the client update in WSUS.

Also, yes, all clients can resolve eagle.

You can resolve just about any problems with WSUS by looking around on this website:

You may want to start from scratch and reinstall the server side WSUS setup.
