MS FTP server not allowing login connections

FTP Login problem. IE70 not displaying login prompt. Using IIS 60 with FTP services.
When set for anonymous login it works both local (behind firewall and on the domain) and remote. Tested with Ws Ftp Pro program, IE70, and Firefox. When set to require login, local works for all programs. Remote works for Ws Ftp Pro but not for IE70 or Firefox. Browsers never display login prompt. They have been working up til a few weeks ago. No updates or changes on server. I have uninstalled FTP and reinstalled. Checked and reset permissions. Local use of browsers displays the login prompt and connects fine.

The log (following) seems to show multiple user connection attempts (331) for the successful browser connection ([159] through [163]) although this was not evident from the browser. The failed browser attempts only indicate one user connection attempt. To get more confusing I found a Win2000 server with IE60 that was successful remotely (log at end) and it shows the multiple login attempts also. I also tested a Win 2003 server remotely with IE60 that was not successful.
