Almost have IIS 6 restored but not quite yet...need help

I have a test lab environment where I'm attempting to restore one of our main webservers that's out on the DMZ to another box from production backups. Here's what I've done so far:

1.) Built new box and installed W2K3 std. SP2 with all IIS functionality.
2.) I copied over the nntp and wwwroot folder from my backups and overwrote the ones currently on the drive.
3.) Restore metadata from backup. I have a password on it as I know you cannot export the metadata of IIS without one or it won't work.
4.) Added local user accounts that are used on the server for different purposes.
5.) Added all corresponding IP addresses needed for the different websites.

Now here's the problem:
When I try and go to the IP address in IE I get "Service Unavailable". I've double checked all the permissions. I'm getting a few errors in my eventlog but don't know where I need to go to fix it. Here are some of the errors:
System Errors:

Event ID: 1039
A process serving application pool 'DefaultAppPool' reported a failure. The process id was '3108'. The data field contains the error number.
Data field:0000: 7e 00 07 80

I get this error reported 4 other times right after but the process ids are different. The other ones include: 3172, 3228, 3272, and 3308

The HTTP Filter DLL C:\Windows\Microsoft.NET\Framework\v2.0.50727\aspnet_filter.dll failed to load. The data is the error.

Could not load all ISAPI filsters for site/service. Therefore startup aborted.
