What are the requirements to establish Web Server in own premise ?

Hi friends !

I am working as System and Network Administrator in an education institute in a east african country. We have our own public website. It is designed by a local web-developing company and hosted by ISP.

Now, many times there are problems in opening pages on our site. If somebody opens any link on the page, he/she receives "Internal Server Error" or "Page not found" error. When we talk with web-developing company, they tell that "We have designed the website and have given you complete package. You hosted on the ISP and you ask them about this problem"

When we go to ISP, they claim that "Viruses from your institute are coming to our servers and deleting the files, so the links are missing and giving these problems".

It has happened two three times. Every time, the web-developing company restored the backup there on the ISP's Web Server.

I want to know...

1. What are the hardware and network equipment requirements if we want to establish Web Server in our own premise because it seems that they are not caring about our web-contents ?
2. What software (Server and Antivirus Solution for the Server, if necessary) , we should purchase i.e Windows 2003 Server Standard/Enterprise or Data Centre or any latest is availabe ? How many liceses we will have to purchase ?

IMP: Please note that I don't have much idea about Linux and Apache, and I want to configure the Server on Microsoft platform.
