IIS IP Filtering - Bulk import / modify IP list outside of MMC

I need to get a bunch of IP addresses into the IIS IP filtering on a few different sites... but as anyone that's used the MMC interface for this can tell you, it's a massive pain.  Are there any tools I can use to import an IP address list into an appropriate site?

If that's not possible, I'm happy enough to modify an XML / config file but I can't seem to find the right one. (The information doesn't appear to be in metabase.xml).
