Check in the permissions section of the virtual directory and see if its allowed or denied for certain IP's/Subnets.
Right click the Virtual dir
Select Directory security
and then chck in the IP and domain name restrictions.
I forget what other but there are a few more that you need to check aswell. We had the same issue when we tried to set up iPhone to talk to exchange it worked internally but not externally.

Check the settings on the OMA virtual directory and make sure its not set for internal only.
