You got me looking in the right spot. It was the application mapping that was messed up. changed that to the php528 directory and all was well.
Just to be clear to those who read later.
Under computer management
internet information Services
default web site (right click) select properties
select home directory tab
application settings section (select configuration)
scroll down to .php extension (select edit)
point to the correct executable for .php

PHP extenssion mapping for the site must be still pointed to old PHP directory... Can u recheck and Are u sure to have added the New PHP in web server extenssion..

Even if u have two PHP u must add them seperatly in web server extenssion under IIS..

In above add the next higher version and set it to allowed...
* Last option...try to rename the old version php.ini file and see if the site can fetch New PHP.ini from othe folder
