- adding rights r/w for network and network service to c:\windows\temp
- changing the ASPMaxRequestEntityAllowed

When CDO is asked to include an attachment in an email the person logged on needs access for CDO to get to the attachment, get to the SMTP pickup directory, and the temp directory of the profile that IIS is running as. Make sure the IUSR account has full permissons on the mailroot folder. Usually C:\inetpub\mailroot.
