Microsoft IIS equivalent to htaccess?

I need to create a file that redirects all visitor trafic from http:// to https:// - how can I easily do this in IIS with a file similar to apache's .htaccess. Please provide a full working example.

Hi,

is there any feature in particular that you want to implement?

there are a couple of ISAPI filters about that support some limited .htaccess functionality, (e.g. http://www.iistools.com/en/iispassword.html) otherwise much of .htaccess has an IIS7 web.config equivalent:
