A PHP script running on one of the web-sites (coppermine?) is killing the W3SVC, IIS. Restarting IIS will bring the sites back online without rebooting the server, but you have to find out why that script is bringing the process down in the first place.
The w3svc service can be set to restart after a failure, but that will only go so far. You can also write a simple script, and set it to run at a regular interval via scheduled task.
ex: net start w3svc
