301 redirect with isapi rewrite and iis6 on 2003 srvr

Trying to 301 Redirect with IIS6 and helicon isapi_rewrite 3

I have 3 domain names that all resolve to the same web server
I'd like 2 of the old domain to 301 permanently redirect to my new domain name with isapi rewrite. i've tried tons of code snippets from the web and none of them seem to work.

example of functionality i'm looking for: old.site.org AND www.old.site.org redirected to www.newsite.com

here is my current rewriting code (http.conf)

RewriteEngine on
RewriteBase /
RewriteCond %{REQUEST_FILENAME} !-f
RewriteCond %{REQUEST_FILENAME} !-d
RewriteRule ^(.*)$ index.php?q=$1 [L,QSA]

these rewrite rules are for my drupal friendly urls. i'm guessing the code would have to go before these rules.

any help would be greatly apprecated.
