Setting up a user on an IIS server for FTP only

I added a user to this Win 2008 host with IIS with FTP enabled.  I added him as a user and added him to the ftpadmin group which should let him do his ftp stuff.  But I am getting an error about his home directory.  I only want this guy to be able to FTP.  How do I make this mo-bettah?
