intranet building - proposal

I have a new small web development company. I am a web developer and I have a very good experience in building websites.
I want to make a proposal for building an intranet system for a company. I have built an intranet system before, but it was a simple one. And I've sent the following questions to my client and here are his answers:
"      Do you plan to use this tool more as?
o      A communication tool with guidelines (more static)
o      Or a knowledge sharing tool (more dynamic)
o      Or both
Client Answer  : Both  
"      Who is going to modify, add, and delete content on your intranet? (Automatically i.e. linked to a dynamic system, through the system administrator?
Client Answer  : A dedicated IT resource for general maintenance and a super-user from each department to update that departments own contents, files, news, etc.
"      Do you need to use a search tool? And if yes, what are the contents that will be retrieved from the search function?
Client Answer  : Yes.  Contents will be for example employee information, forms search, phone directory etc.
"      Do you plan to have an approval process for publishing content ?(Hint: if yes, do you really think that employees will bother going through it when they can use email to disseminate information without any approval ? )
Client Answer  : I would make it a decentralized setup so that each department will be responsible for posting their own contents without the requirement of an approval process
"      What content architecture will you use in your intranet, a one that reflects the company org. chart or the tasks of your employees?
Client Answer  : The one that reflects the company org chart.
"      Can you clearly differentiate between intra-departmental (information that remain in the department) and extra-departmental (communicated content between departments) information ?
Client Answer  : No. I think what can be available within any department will also be accessible to other departments. Only in the case of HR and Finance there may be some areas that are restricted to only authorized users, but they can also be cross-functional users rather than from just one department.
"      What are the cross-functional information and applications?
  Client Answer  : Baan ERP, Business Objects reporting application, Policies, procedures, helpdesk, Workflow application.
"      What type of typical employee's tasks will you ease with your intranet?
Client Answer  : Mainly forms and awareness in terms of policies and procedures.
"      Anything that will improve their productivity, anything they will do faster by using the intranet?
Client Answer  : I would say filling out forms in a more proper manner compared to the current manual process. Also since all applications and forms will be in  one place, the users will not get lost in searching for icons on their desktop.
"      In the past, did your employees used other tools like intranet, if yes, which one ?
Client Answer  : none.
 
I need a professional assistance in making this proposal for the following points:
1- What are the main things that I have to be careful about in writing this proposal.
2- What are the main parts of the intranet system that I need to put in my consideration of the pricing.
3- Which techniques are better to use in developing this system if their LAN server is win server 2003 and their DB id oracle.
4- Minimum work team size and qualifications
5- Any good examples of an intranet system models to follow or to use?
