You can try going to Control Panel -> System -> Environment Variables and setting a variable called TZ to GMT+1 or whatever..
You can also edit your httpd.conf file in c:\program files\apache2\conf\httpd.c
SetEnv TZ GMT+1
or whatever..
If you start apache from dos you can first run the command 'SET TZ=GMT+1'

depending on your current system time set a proper TZ environment variable in your apache's startup script, something like:
.exe
set TZ=GMT+1
c:\programme\apache2\httpd
