How to create website?with Announcements section

I need to create website for internat (in LAN ONLY) which contain:

Link to download some PDF files.(eg. policies...)
Link to Announcements section ( all users can post their announcement or question in this page)
say at all 3 pages
how can I do this in sample and easy way?

what web design tool /programming language should I used?or templete that I can download it
Note that I'm beginner in this filed,so please no complected solution :)
