client denied by server configuration .htaccess

Hi experts,
I have the following problem.
Trying to setup Zend php framework quickstart tutorial. but can't get through setting up the mod_rewrite in Windows Apache 2.2
my document root is "C:/QuickStart/Public" . simple index.php reside in that root along with the .htaccess file.
in general mod_rewrite seems to be working since "http://localhost/blabla" would redirect me to index.php as instructed.
When I try "http:/localhost/" (without any further text in the  URL) I get the following error:
