My website will not refresh in browser

I have an add-on domain here:
http://mywitsend.co.nz/ 
which is hosted in the USA.

If you visit the link you may see a new Drupal installation which I've just installed. I can access it via FTP but I cannot see it in a browser. I have cleared all local caches/history etc.

It seems that my ISP or a server here in New Zealand is caching the main page and I can't clear it.

Since that time I've moved the site back to Bluehost but the problem persists. In desperation I've nuked my whole website but that hasn't helped. Although my main domain was inaccessible this subdomain is still bringing up my old blog main page but with no CSS loading.

What can I do about this?

I see part of a Wordpress site but not a Drupal.

How would it cease to have a server of record and how do you establish that?
Typo alert:
In my question: " Although my main domain was inaccessible" should read  " Although my main domain was accessible".
When you change the nameservers to point to new hosting, there is normally a delay between when the old nameservers quit and the new ones start.  There's program called IPNetInfo that will look up the hosting from the domain name and/or IP address.  Your FTP is probably thru the server name and not your domain name.  At least that what I would expect.
I messed up. It looks as though I botched to redirection. Slaps forehead.
