How do I enable java on 2008 Server?

I have a 2008 Server,  I downloaded and installed Java,  But my IE still will not allow the Java section in the advanced tab to appear.
I have uninstalled and reinstalled java and Still cannot get java to run on my 2008 Server

What Am I missing.
