Before you try the below, can you try accessing a tpl file? Not sure, but it might interpret the "^" as negation rather than as the starting marker.
Try replacing the Files with <FilesMatch regex> ... </FilesMatch>.
Added the end marker ($) to be sure it is not an issue with partial matching.
You could probably try adding the ($) at the end of your existing .htaccess to see whether that too will resolve the issue.
