Need a utility to convert Zip to tar.gz on windows desktop for use in Linux box

I  have a zip file on my local Windows machine that I want to convert to a tar or a tar.gz file.    I need to do this so that I can untar it on a Linux box.   Not sure if I need to make it a tar.gz (Not sure what the difference is between a "regular" tar and a tar.gz)    So if converting it to just a tar is good enough then that would be the utility I need.

Once I convert it to a tar then I would ftp it to the Linux server and use my Host's file manager to uncompress it.

Thanks for any suggestions!
