Dell Diagnostics in reboot loop

I'm working on a Dell XPS 410 running XP media that's having problems, so after scanning for viruses and rootkits (found some), it was still acting buggy, I did a repair install, which won't finish. I get the error "ngen.exe entry point not found the procedure entry point getrequestedruntimeversion"

Before I ran the registry editor, I thought I'd test (again) to see if there were any hardware problems, so ran the extended Dell Diagnostics from the utility partition.

This time, it gets to the video check, then hangs, and the USB keyboard doesn't work. (The part where it asks you to confirm what you see on the screen: four lines of text, one reversed, one blinking, etc.)

When I restart the computer, it reboots into Dell Diagnostics. Same goes when I try to boot from CD. When I hit f12 to boot to the hard drive, it, of course, goes into the repair install loop.

How do I get out of Dell diagnostics and figure out what's causing the problem? (I'll start by swapping out the video card . . . )
