ok, you need to start by answering a few questions for yourself.
What is your budget, how many users, what is the cost to your business of not filtering, what level of reporting do you need, do you have the internal expertise to install/administer it.
Do you have any statutory or legal requirements.
and as previously asked, what is you current infrastructure.
Based on this we may be able to assist further.
As long as you have a static IP address I can't recommend opendns.com enough. You point your DNS server to lookup external domains on their servers. Then you register your ip address with them. Finally you set which domains or categories you want to block. This solution doesn't really work well for advanced filtering but from what I pick up of your requirements it would work very well.
