How to format ext3 parition in Windows XP environment?

Just wonder is there any tool / method to format a linux ext3 partition by using Windows XP, please kindly advise

Or Download knoppix live cd from here
http://distrowatch.com/table.php?distribution=knoppix
Burn this iso image to cd from this software
http://www.moviecodec.com/downloads/77d.html or u can use nero also to burn the image.
Boot the computer with knoppix live cd and follow the wizard.

Linux Live CD can do that or if you want to act from Windows interface then use partitioning tool like Partition Manager 9.0 from Paragon or Partition Magic 8.0 (last one is rather old).
