Problems resizing a partition

Hi all,
I'm having trouble resizing a partition on our file server.  I need to increase the size of our C: (OS) volume by taking space from the D: (Storage) volume.  All space on the drives have been allocated.

I've tried to use DISKPART.EXE, but receive the "The Volume selected cannot be extended..." error message.  I then tried to download the hotfix.  But I haven't been able to get Microsoft to send me the version for our 64-bit machine.  

I also tried to install a couple of third party apps but because there's no room on the C: volume, I can't install anything.

Does anyone have other suggestions?
