I have a USB Stick and OEM Copy of XP Home on my PC. What programs do I use to make the usb boot able? Do I just copy the oem folder to USB Stick?

If you copy the contents of the XP home CD it should work fine (OS CDs typically don't include copy protection as that is built into the activation process).
Also the Eee PCs come with a recovery CD and if you need to start from scratch you can do the same with that CD as well.
