Utility to launch notepad like app on restart?

Asked by veedar in System Utilities, Windows XP Operating System, Microsoft Windows Operating Systems

From time to time I repair computers. When I return a fixed computer to the customer I would like to setup a utility that would pop up a window on boot up which would show text that I've previously entered to describe the work done.

A check box to disable seeing the popup again might be a nice additional feature.
