Citrix Presentation Server 4.0 -> Appsrv.ini - Is it mandatory for pass-through authentication?

I am reading the Web Interface Guide for Citrix Presentation Server 4.0 and it tells me that in order for users to user pass-through authentication, values need to be edted in Appsrv.ini under each users C:\Documents and Settings\user\Application Data\ICAClient directory.  

"In the [WFClient] section, add the following entries:
EnableSSOnThruICAFile=On
SSOnUserSetting=On"

Does this instance of pass-though only apply to the Web Interface or is this for all-types of passthough?  Wouldn't this be quite a difficult task to enable pass-through for all users?   How does this compare to pass-through via the Program Neighborhood or Program Neighborhood Agent?

I enabled pass-through via Web Interface and I think it worked ok without having to edit the settings listed above.  Can anyone please explain?
