Desktop size resolution

I have an old Metaframe server 1.8 running sp3 on NT4. The screen size seems to be set to 640x480 and cannot be adjusted. No amount of fiddling with the settings for the desktop area on the client side work.  If you set it to let say 90 percent that works fine until you logon then pop down to 640x480.  The server is set to 1280x1024.  In the published applications I didn't see desktop only Groupwise, but for some reason my user account makes it 720X480.  Any idea how to change this.  The more detailed the better.
