File Association for all terminal server users .JPG

We uninistalled Office 2000 and Installed Office 2003 on our Citrix Servers. .jpg files used to be associated with Photo Editor which is not included in Office 2003. I now want them to be associated with Microsoft Office Picture Manager. I did the steps in Article MS2575925 with no success.
I also did a Assoc .jpg=OISjpegfile. The associations look correct on the server. When a users tries to open a .jpg, it prompts him with what application to open it in. The user can choose Microsoft Office Picture Manager and it does open. He must do this every time. It never automatically opens in OIS.

According to MS257592, The HKEY_LOCAL_MACHINE\SOFTWARE\Classes\ key is supposed to control file type association for all users on the server. Here is that exported key from one of the servers. It looks right to me.
