"Protocol Driver" error in Web Interface

I have a user who connects through the Ciotrix web interface. His OS is windows 98 2nd edition. I can get him logged on, but whenever he tries to access any applications on the Citrix server he gets this error.

"Cannot connect to the Citrix MetaFrame server- Protocol Driver error”

I am having no problems with any local users, or other web interface users. However, no other users are on Windows 98.
We have 3 Citrix servers in our farm, and the error occurs on all servers.


Server:
Citrix Presentation Server 4.0
Windows 2003 Server
Citrix Datastore on external SQL Server

Client
Windows 98 2nd edition
Citrix Web Client for Win32

This is one of our board members, and considerable pressure is being applied to my back-side. For that reason I am maxing out the points.
