Citrix connection fails to connect as user, does connect as administrator.

I am having a problem with a Citrix connection, it gets stuck at the "Connection established Negotiating capabilities.." screen.
I'm pretty certain it is a client side problem because if I try the same connection as an administrator on the PC it connects OK.
I can change the permissions, however the same connection type is working on other computer with no issues. Any ideas, or failing that where would I need to change permissions?

My setup
Citrix Metaframe Program Neighbourhood installed on PC
Custom connection created linking to server outside our network (and control) saved as a file on the PC as an .ica file. Contains username and password.
Shortcut on All Users desktop pointing to .ica file.Start Free Trial
