Only printers directly installed on the server appear in the drop down. But if I log into the citrix server directly and look at the printer control panel I can see the all of the users printers are being auto created but it does not show up in any apps unless they are a domain admin. Any idea how to resolve this?

By design, non-admins see no one's printers but their own (and those local printers the user has rights to). Administrators should get access to all printers to troubleshoot things. Having one user print to an autocreated printer of another user is a terrible idea; what do you suppose happens when the user with the mapping logs out? The virtual channel is broken from client to server and there goes your printer.
You need to troubleshoot this user's individual mapping issue. Is there an event log corresponding to the mapping failure when your user signs in?
