Because of the way the system is set up, the most important variable in this equation is you. How to change the default save path for file attachments in Outlook Published on Citrix 4.5 Farm

Hello I have this frustration.
On this Citrix Farm, the powers that be are wanting the default save path in their Outlook to be  "My Documents "which is also mapped as their H drive.
We have setting this for all citrix users through gp but it doesn't seem to work. here are the paths  I've got in the batch file that is set to run at startup for each user.
==Outlook.bat==
reg add HKCU\Software\Microsoft\Office\11.0\Outlook\Options /v
DefaultPath /t Reg_SZ /d  H:\ /f

The policy works in all other aspects and locks down the session so I know that it is working.
 When logging in in as a user however, the path is not showing as the end users H drive.
I have tried a unc path as well \\servername\userfolders\%username%
