Published apps occasionally become unavailable in Web Interface.

Hello
I have a situation where occasionally my published apps become "Unavailable" to users. The icons will appear, but when a user clicks the icon, they get the error message "The resource you requested is no longer available from the servers or the specified user no longer has access to it." To get around this, I have to open the properties of the published app and then just click OK. After doing that, the app will launch for the users again. I'm not changing anything in the properties, so the resource properties are staying exactly the same. Why would the app become unavailable and then after just OK'ing no changes on the server, it's back to being fine again?
