I have gone through all documentation I can find and I am not having any such luck getting the Universal Printer to show up when a client tries to print from a Citrix application. I am new to Citrix administration so forgive me if I have made an easy mistake.
We have Presentation Server 4.0 running on 32bit Windows 2003 w all Hotfixes installed and w all Windows updates installed
Here is what I have done so far,
I have followed the instructions at

" Turn Off Client Printer Mapping Disabled
Drivers
" Native Printer Driver Auto-install Enabled Do Not Auto Install Drivers
" Universal Driver Enabled Use universal driver only
Session Printers Enabled (I have nothing listed in Network Printers to connect at logon) Set default printer to the clients main printer.
Under the Management Console Printer Management

" I have the Citrix Universal Printer - Windows 2003 Platform listed

" I have nothing listed here. Not sure if I should have or not.

You can help this by creating a Terminal Servers OU, placing your Citrix/TS boxes in, enable Block Inheritance in the properties of the policy, create a new user policy and enable Loopback Processing with Replace. Reboot and see if your local security policy is consistent between servers.
I have verified the ctx_smauser is in the Load and unload device drivers properties in Local Security Settings under User Rights Assignment as suggested by
