Question

To log on to this remote computer, you must have Terminal Server User Access permissions.

I an getting the infamous "To log on to this remote computer, you must have Terminal Server User Access permissions on this computer. By default, members of the Remote Desktop Users group have these permissions. If you are no a member of the Remote Desktop Users group or another group that has these permissions, or if the Remote Desktop User group does not have these permissions, you must be granted these permissions manually." error.

I have built a Windows 2003 R2 server, installed apps and tested it.  Before installing Citrix, a user can connect via RDP, as well as admins.  I have:
added Domain Users to the Remote Desktop Users group
added Domain Users to the local group policy "Allow logon through Terminal services"
added Domain Users to the permissions tab in RDP and ICA connections properties.
Specified a working TS license server

Before Citrix is installed, a Domain user can connect via RDP.  I am installing Citrix and joining the server to a working, licensed Citrix server farm.  Once Citrix is installed the user gets the error above.  I have read many articles and posts regarding this error, but have seen no clear solution to my issue.  After installing Citrix and the hotfix roll-up with subsequent hotfixes, I do not have a Citrix tab in the RDP connection properties.  I have seen this as being present in Presentation Server 4.0 in documents, along with the option to only allow connections from administrators, but I do not have that tab.  
When I join the Server to the farm, for licensing, I specify, "Use farm settings".  As I mentioned, there are four other servers in the server farm working and in production.

Also, I note that I get the error :"The desktop you are trying to open is currently available only to administrators. Contact your administrator........." just before the error reported above.

Silly question, but is the server configured for Terminal Services licensing?

Yes.  I have a TS license server on the network and that server is specified in the server settings in the
TerminalServices Connection Center.  I have other servers that are working fine and have compared the settings there.  Also, the user can RDP in if I remove Citrix.  I have read that Citrix replaces the RDP listener and that non-admin accounts are blocked by default.  I have also read that a user should only be able to connect on the ICA listner to a published application.  I published a desktop and made the new server the only available server for it, but I get the same error.

I have re-installed Citrix and am now able to connect to a published Desktop on this server.
