I am getting a Can't initialize OCI. Error -1 error while a non privilaged user is connecitng to toad through citrix . however a user who is a member of administrator can login to toad using citrix

You could try running "Process Monitor" from http://www.sysinternals.co

Run this application and have a user reproduce the error. Stop the capture and see if there are any "Access Denieds". Then you'll have to relax the permissions on those objects (Registry, Files, Folders, etc.) for those users or the group those users belong to.
