Check to see if the web site you re running the .ica from is restricted from running activeX.
Try adding the web site as a TRUSTED site in your Internet explorer, TOOLS - INTERNET OPTIONS - SECURITY - click Trusted - Click Sites button, now add the URL with the link to this list of trusted sites.
After its added, try the link again.

Try issuing this command:
wfica32.exe /setup
That will reregister the app with the browser. Now test

Save the ICA file to disk. Close IE. Right click the file and select "Open With", "Choose Program". From the list of applications, select "Citrix ICA Client Engine (Win32)". Tick the box that says "Always use the selected program to open this kind of file". Now test

If that fails, try deleting the file:
c:\Program Files\Internet Explorer\PLUGINS\npican.dl
and remove the following registry entry:
HKLM\SOFTWARE\Microsoft\In
then use the same command from above
wfica32.exe /setup
Now test.
Thanks, but no have good results, i verify in Plugins Directory of Internet Explorer and is clear, no have plugins archives. I verify .ica extension in registry but its not maked that extension. I run wfica32.exe /setup and verifiy plugins and its clear too and no have .ica in this entry of registry.
If you suspect GPO and can't figure it out, try this: document your GPO settings (use Group Policy Management console and you can get a screen shot of the settings). Then, once you have documented the settings of all of the GPOs your problem user has applied to it, create a test user and a test OU, apply a test GPO and apply your settings one by one until you find the setting. At this point you have identified your issue so all that remains is the ugly, time consuming process of figuring out exactly what setting is hosing you.
I am using VISTA with XENAPP but this should work for ALL OS's.
Change your file association to whatever you have installed i.e. XENAPP, Program Neighboorhood, etc.
Once you assign this, when you try and open in INTERNET EXPLORER you will now see a tick box that will say "Warn When Opening...."
Simply uncheck this and you should be all set.

Thought #1) Does this Machine have a Citrix client installed?
Thought #2) If it does, just remove and reinstall.
