remote access to a non-static IP address

Is there a way to access a computer via remote control over the internet with a non-static IP address? If not is there a way for a remote computer to initiate a remote control session allowing the other computer to remotely control the initiating computer?

Your first question was correctly answered by giltjr above.  As for your second question, you should look at some different services such as LogMeIn or Hamachi.  

There are other products in this arena, and you can easily find them (google either of the aforementioned products & you'll find competitors), just be sure that you understand the differences between each (cost aside) before deciding which one is right for you.

I have 5 locations - only one location has a server with AD.  The other locations utilize a peer to peer network, however all locations do have internet access via cable or DSL.  Ideally each location should be accessed via remote access.  I understand how to do this with the dynamic domain name services mentioned above - THANK YOU! Are there any suggestions for the peer to peer sites?

I would strongly suggest that you setup VPN connections between all sites.

If you use a service like Hamachi, which is basically an SSL VPN, yes.  Traditional VPN w/o static IP addresses is tricky at best IMHO.

Static IP addresses are needed, but depending on your setup you may only need one.

If you have one central site and multiple satellite sites, only the central site needs a static IP address.

However if you are trying to setup a VPN from each site to each site, then you will need a static IP address at each site.

Be very careful with what you are doing.  VPN'ing office to office over cable/DSL can be very, very slow.  You fastest  throughput will be based on the slowest upstream speed.  Also peer-to-peer file sharing has some issues when going over a routed network.  Peer-to-Peer networking has a lot of functions that are based on IP broadcasts, which do not get transmitted outside of your IP subnet, thus they do not get sent to any of the remote offices.

I would suggest getting a static IP address (an maybe a real Internet connection) to the central office and all of the remote offices VPN to it and get put on the domain.  Do away with the peer to peer.
