Need help starting a disabled service on a remote pc

Greetings Experts!  I am remoting in from my house to a client's site and am currently connected to a Windows 2003 server.  From there, I am trying to use RDP and VNC to connect to a pc that needs to have a user setup on it before tomorrow.  The problem I am having is that the remote pc has the telnet (tlntsvr) service disabled.  

I am using SC and Psexec to verify that the service is indeed disabled and tried to start the service with no success.  The Windows Security service is not running (service is disabled) and I am running out of patience to log into this pc.  Can someone please assist me with the command to get this working?  If there is a way to do this through a GP, that will work too.  The server I am connected to is a DC for their domain and I just finished a Outlook prf config using a GP, so making another change is fine.
