Is there a program that will allow create a bat file to take check marks in my LAN setting for vpn usage?

I have laptop users who constanly have to change thier LAN setting for enable proxy server. So they have open IE then to tool then select connections to change LAN setting. Taking out the check mark which will allow them to connect to internet howeverif they are using vpn then they have to go back in and place the check marks to enable the proxy.
Just want to know if there is something I can create which would make this process less choatic. A simple bat file or something
